On the afternoon of February 29, the Party Committee of the Group Company held a meeting to summarize the work of Party committee secretaries in grassroots Party building in 2023, summarizing the experience, identifying strengths and weaknesses, clarifying directions, and promoting improvement and efficiency through evaluation.
Lin Shaohua, Secretary of the Party Committee and Chairman of the Group Company, attended the meeting and delivered a summary speech. Yu Wensheng, Deputy Secretary of the Party Committee, Vice Chairman, and General Manager of the Group Company, and other members of the Party Committee attended the meeting. Miao Shenggang, Deputy Secretary of the Party Committee, Director, and Chairman of the Trade Union, presided over the meeting.
At the meeting, the secretaries of the Group's general office Party committee and eight member enterprises' Party committees delivered reports on their 2023 grassroots Party building work. Lin Shaohua, on behalf of the Group's Party committee, commented on each report and put forward requirements for rectification. Fourteen member enterprises' Party organization secretaries delivered written reports on talent work. After the reports, participants conducted on-site evaluations.
Lin Shaohua pointed out:
Over the past year, the Party committees of various units in the Group have adhered to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as their guide, and have solidly promoted grassroots Party building work, providing a strong guarantee for stabilizing the basic development of enterprises and promoting their gradual return to a benign development track, achieving good results in stronger political construction, more solid organizational construction, more effective Party building empowerment, and more forceful governance.
Lin Shaohua stressed:
We must always put political construction in the first place. We must persist in studying, publicizing, and implementing General Secretary Xi Jinping's important speeches during his inspection tour of Jiangxi and the spirit of the 20th National Congress of the Communist Party of China, focusing on the goal of "being in the forefront, striving to be the best, and working effectively," and promoting the implementation and effectiveness of various tasks. We must persist in implementing the "first topic" system and other systems, continuously consolidate and expand the achievements of the thematic education, and transform more achievements into practical results to promote the development of the Group.
We must always consolidate the foundation of grassroots Party building. We must implement the "14th Five-Year Plan" for Party building of Jiangxi Construction Engineering Group, continuously improve the quality of Party building brands in the new year, and further explore effective ways to integrate Party building with production and operation. We should promote the practices of leading cadres undertaking tasks through "announcing rewards" and concentrated efforts, guiding Party organizations and Party members to make innovations and overcome difficulties in major tasks such as solving the "bottleneck" problems of key core technologies and insufficient market development.
We must always uphold Party building to lead development. We must give full play to the leading role of the Party committee of enterprises in deepening state-owned enterprise reform in "setting directions, managing the overall situation, and ensuring implementation." We should further improve the Group's market operation system, and comprehensively promote the reform of the Group's headquarters, the construction of the "six major platforms," and the rectification of subsidiaries. We should launch the "Project Management Consolidation Year" action and strengthen project management. We should properly handle existing risks, prevent the emergence of new risks, continuously enhance core functions, improve core competitiveness, and lead high-quality development with high-quality Party building.
We must always adhere to comprehensive and strict governance of the Party. Party committee secretaries should fulfill their responsibilities as the "first responsible persons" for comprehensive and strict governance of the Party, and push the Party committees of their units to strictly implement the main responsibilities of comprehensive and strict governance of the Party, and deeply promote the specific, refined, and normalized implementation of political supervision. We should continue to promote the "special governance" of the four prominent problems to ensure that tangible results are achieved. More than 80 people attended the meeting, including responsible comrades from relevant departments of the Group Company's general office, the secretary of the Group's general office Party committee, secretaries and full-time deputy secretaries of member enterprises' Party organizations, heads of party offices (party group work departments), and those responsible for talent work, as well as some "two representatives and one committee member" from the grassroots level.
