On January 26, the Group held its first 2024 annual safety committee meeting (expanded). The meeting reported on the situation of the "1.24" major fire accident in Xinyu, conveyed and studied the important instructions of General Secretary Xi Jinping on safety production, Premier Li Qiang's instructions, and the work requirements of the Provincial Party Committee, Provincial Government, Provincial Safety Committee, and Provincial State-owned Assets Supervision and Administration Commission on carrying out current safety production work, and made further mobilization, arrangements, and deployment for the Group's current safety production work. Yu Wensheng, Deputy Secretary of the Group's Party Committee, Vice Chairman, General Manager, and Director of the Safety Committee, presided over the meeting and delivered a speech. Group leaders Li Jianjun, Tao Lixin, Wu Shun'en, Li Xingang, etc. attended the meeting.

Yu Wensheng pointed out that currently, at the end of the year and the beginning of the new year, and approaching the Spring Festival, all units, departments, and project departments of the Group should seriously learn lessons from major accidents such as the "1.24" fire in Xinyu, and truly unify their thoughts and actions with the important instructions of General Secretary Xi Jinping, with the decisions and deployments of the Party Central Committee and the State Council, and with the work requirements of the Provincial Party Committee, Provincial Government, and Provincial State-owned Assets Supervision and Administration Commission, truly achieving "tightening" in thought, "strictening" in prevention, and "solidity" in style, taking a comprehensive approach to identify and rectify various risks and hazards, implementing various targeted preventive measures, and making every effort to prevent and curb the occurrence of various production safety accidents.

Regarding further improving the Group's current safety production work, Yu Wensheng emphasized ：

First, it is necessary to enhance awareness and truly achieve "walking on thin ice everywhere," and absolutely must not be complacent or take chances. We must resolutely shoulder the political responsibility for safety production, seriously learn lessons from accidents, strengthen safety production responsibilities, carefully investigate hidden dangers, and strictly enforce the implementation of work. We must fully understand the current safety production situation, maintain a high degree of vigilance, resolutely overcome complacency and luck, coordinate the planning of work, resolutely overcome difficulties, implement safety production responsibilities at all levels, and ensure that safety production work proceeds steadily and orderly. We should deeply analyze various safety production hidden dangers, fully implement the spirit of the Central Economic Work Conference, coordinate development and safety, pay attention to low-temperature, snow, ice, and fog weather warnings and forecasts in a timely manner, pay special attention to the safety hazard investigation of key parts such as deep basements, scaffolding, and high-formwork, strictly regulate fire operations, and implement various safety protection measures.

Second, it is necessary to take swift action and truly ensure that "everything is done effectively," and absolutely must not leave any hidden dangers. A large-scale safety inspection and rectification of hidden dangers should be carried out throughout the Group, and shortfalls should be addressed in a targeted manner, and the hidden dangers identified should be managed in a closed-loop manner according to the three-fixed principles, comprehensively enhancing the enterprise's safety prevention capabilities. For projects that still need overtime during the Spring Festival, project departments under construction should show care and concern for workers' emotions and lives during the Spring Festival. Member enterprises and project departments should conduct comprehensive and systematic "grid-style" and "carpet-style" safety hazard inspections and rectifications, focusing on dangerous sub-projects, strengthening plan review and actual implementation. A comprehensive re-inspection of the fire safety of office buildings and temporary board rooms at construction sites should be conducted, and daily fire emergency evacuation drills should be carried out.

Third, it is necessary to strengthen and implement responsibilities and truly ensure "peace of mind at all times," and absolutely must not leave responsibilities hanging. It is necessary to further strengthen the primary responsibilities of all levels, make good use of the annual comprehensive evaluation, and implement the pressure to the grassroots level, safeguarding the safety bottom line. It is necessary to further consolidate departmental supervision responsibilities, urging and guiding various enterprises and project departments to achieve "responsibility, investment, training, management, and emergency rescue" in five aspects, effectively preventing risks of safety production responsibility accidents. It is necessary to further strengthen safety education responsibilities, in accordance with the requirements of the Provincial State-owned Assets Supervision and Administration Commission's "door-to-door visits and research and sending courses to the grassroots level" activity, vigorously publicize safety prevention knowledge, typical accident cases, emergency avoidance knowledge, self-rescue and mutual rescue skills, and effectively enhance the self-prevention and self-rescue awareness and ability of the majority of employees. It is necessary to further strictly implement accountability, focusing on systems to ensure strict implementation, focusing on risks to ensure precise control, focusing on hidden dangers to ensure closed-loop management, and focusing on accountability results, using accountability to force the implementation of safety production responsibilities.

At the meeting, Li Jianjun put forward several requirements for the Group's current fire safety and letters and visits maintenance work: First, it is necessary to strengthen responsibilities and quickly launch an action to investigate and rectify fire safety hazards. Second, it is necessary to continuously investigate various sources of risks related to letters and visits maintenance, arrange personnel to visit and handle them in a timely manner, and promptly feedback to the local labor supervision departments.

Tao Lixin put forward the following requirements for effectively doing the current safety production work: First, it is necessary to maintain a clear mind and enhance the sense of urgency and responsibility for safety production work. Second, it is necessary to strengthen safety responsibilities and strengthen the organizational leadership of safety production work. Third, it is necessary to learn lessons from accidents and immediately organize and conduct a concentrated inspection and rectification of safety hazards at construction sites.

The Group's safety supervision department and administrative security department respectively made arrangements and deployments on deeply learning lessons from accidents and immediately carrying out concentrated inspections and rectifications of safety hazards at construction sites and fire safety hazards in office spaces and workshops.

This meeting was held through a combination of online and offline methods, covering three levels: the Group, subsidiaries, and project departments. All members of the Group's safety committee attended the main venue, all members of the safety committees of member enterprises attended the sub-venues, and 474 construction projects listened and watched the meeting online.
