  Xu Xiaoyong, who had just returned from attending the 14th Provincial Party Congress, excitedly said: "As a member of Jiangxi Construction Engineering, to have the honor of attending the 14th Provincial Party Congress is a great fortune and glory.   Born in 1973, Xu Xiaoyong is a senior engineer and a Class A registered constructor in building construction and municipal engineering. He started working in July 1995 and joined the Party in December 2002. He is a member of the Party Committee, chairman, and general manager of the Second Construction Company of Jiangxi Construction Engineering. In November 2016, he was elected as a representative to the 14th Provincial Party Congress, and he is the only Party representative from Jiangxi Construction Engineering Group.
 
  ——Deep Cultivation at the Grassroots Level, Initial Prominence
 
  In 1995, after graduating from university, Xu Xiaoyong was assigned to work at the Fourth Branch Company of the Second Construction Company of Jiangxi Construction Engineering. He served as a construction worker, project manager, and deputy manager of the branch company concurrently as project manager. For nearly 16 years, he was deeply rooted in the front line of construction sites, humbly learning, enduring hardship, diligently researching, struggling hard, and constantly honing his skills, quickly becoming a leader in project management.
 
  In July 1995, he started working at a construction site as a construction worker. Faced with harsh conditions and heavy workload, often working overnight, he had no complaints. Instead, he actively integrated himself into the work, studying engineering technical standards, quality specifications, and construction methods in his spare time. He often humbly sought advice and explored construction management processes in practice, improving his communication and coordination skills, and continuously accumulating construction management experience to enhance his management level. In September 1998, he became a project manager, uniting and leading other cadres and employees of the project department to strictly control engineering quality, safety, and costs, conscientiously fulfilling contract terms, actively promoting the application of "four new technologies," and summarizing a complete set of project management methods. In the process of highway construction, he made beneficial explorations on how to successfully apply building construction management experience to highway construction, cultivating a number of backbone personnel for the enterprise to participate in highway construction. In December 2002, he served as the deputy manager of the branch company and concurrently as the project manager of important projects. He strengthened the concept of high-quality products, emphasized the awareness of potential dangers, strengthened node control, process control, cost control, quality and safety, optimized special schemes, established and improved a quality management system, and grasped all aspects of construction management to create first-class engineering quality. More than 20 projects he undertook achieved excellent results in engineering quality, safety, civilized construction, economic, and social benefits. Projects such as the Provincial Museum and Nanchang Lianfa Jiang'an Huijing won provincial excellent engineering awards and provincial safe model construction site awards. The Guangdong-Hunan Highway project won the excellent project award from the Provincial Department of Transportation, the Provincial Supervision Bureau's People's Visit Reception Center project won the Rhododendron Award and a provincial-level safe model project award. He was awarded the title of National Outstanding Constructor (Project Manager) in 2007, Jiangxi Provincial and National Outstanding Constructor (Project Manager) in 2009, and National Outstanding Constructor (Project Manager) in 2013. Amidst his busy work, he found time to strengthen his professional studies, and passed the national Class A registered constructor examinations for building construction and municipal engineering in 2006 and 2007 respectively.
 
  ——Boldly forging ahead, shouldering heavy responsibilities
 
  Through his tempering at the grassroots level, he has become proficient in construction technology, rich in management experience, passionate about his work, decisive in handling affairs, resolute in style, and possesses a strong sense of the overall situation, strong principles, and strong organizational and coordination abilities. He stands out among the company's young and middle-aged intellectuals and has been entrusted with important responsibilities. In September 2010, he was appointed as assistant general manager of the company. In May 2011, he was promoted to deputy general manager, successively overseeing the company's electric power and nuclear power construction, out-of-province projects, and quality. He was always aware of the pressure and responsibilities on his shoulders, loving his job, being down-to-earth, and working diligently. He was good at finding key and difficult points, dared to take responsibility, and bravely faced contradictions, striving to solve problems and achieve excellent results.
 
  During his tenure overseeing the company's electric power construction, he actively explored nuclear power construction and, under the leadership of the group, signed a joint bidding agreement with Zhejiang Power for the Pengze Nuclear Power Plant, thus facilitating the company's entry into the nuclear power field. Actively developing the electric power (thermal power) market, he successively undertook many chimney projects as well as dry ash silos and coal conveying systems projects both inside and outside the province, improving the situation where the company lacked experience in power plant coal conveying systems; increasing the management intensity of electric power projects, and strengthening safety production and civilized construction management at construction sites, giving full play to the company's "trump card army" role in electric power construction.
 
  While overseeing the company's out-of-province work, he intensified the efforts in building out-of-province branches, standardized branch operations, actively provided services, and implemented an elimination mechanism for branches; at the same time, he strengthened the effective management of out-of-province projects, comprehensively implemented the group's standardized work, strengthened risk control for out-of-province projects, and actively participated in the company's Party committee's exploration of Party building work for out-of-province branches. He took the lead in establishing a Party branch in the Jingzhou branch and provided guidance and support. This branch was rated as an advanced Party branch of the group.
 
  During his tenure overseeing the company's quality management, he strictly enforced engineering quality management, strictly implemented the company's ISO9001-2000 standard, increased supervision and inspection efforts, paid attention to the development and application of construction technology, and strengthened the prevention and control of common quality problems, quality follow-up visits, and engineering document filing. Many projects won the "China Power Quality Engineering Award," the East China Quality Award, and provincial and municipal excellent engineering awards. The company was awarded the title of National Excellent Enterprise in Engineering Construction Quality Management.
 
  In May 2015, he was appointed by the group as chairman and general manager of Jiangxi Construction Engineering Second Construction Company. Feeling a greater sense of responsibility, he further strengthened his sense of potential dangers, responsibility, and the overall situation. He performed his duties diligently, boldly forging ahead, and shouldering heavy responsibilities, leading the company's leadership team and all employees to focus on the goal of making the enterprise stronger, bigger, and better. Adhering to the general guideline of steady progress amidst changes, he used reform and innovation as the driving force, moderate scale as the support, execution capability building as the means, and quality improvement and efficiency enhancement as the goal, actively exploring steady growth, promoting transformation, strengthening implementation, and seeking development. The overall operation of the company is stable and developing, achieving good results. The company achieved a total profit of 146 million yuan in 2015, a historical high. In the first half of 2016, it achieved a total profit of 80 million yuan. The Nanchang Bank Financial Service Center project won the 2016-2017 Luban Award for Engineering, and the enterprise's qualification upgrade to special-level was in its final sprint stage, and the construction of the company's scientific research building proceeded smoothly. He also won the honorary title of "National Outstanding Entrepreneur in the Construction Industry" in 2015.
 
  ——Practicing the Purpose, Maintaining Integrity and Self-Discipline
 
  He always kept the Party's purpose in mind, constantly strengthened his political studies, strengthened his ideals and beliefs, improved his Party spirit and moral character, consciously abided by the Party's discipline, used the standards of a Communist Party member to regulate his words and actions, and strictly demanded himself. In his daily work and life, he conscientiously fulfilled the "dual responsibility" of Party conduct and integrity building, insisted on putting discipline first, consciously abided by the eight central regulations and the relevant regulations of the provincial Party committee, and maintained a sense of awe and self-restraint, being cautious in his conduct, diligent in self-reflection. He strictly followed the rules and regulations, upheld democratic centralism, the system of collective decision-making and approval for major matters, and always paid attention to setting an example for the leadership team and employees. At the same time, he actively supported and participated in the company's Party committee work, and the company's Party committee was commended by the provincial State-owned Assets Supervision and Administration Commission and the group as an advanced grassroots Party organization.
 
  Xu Xiaoyong believes that the report of the Provincial Party Congress has a clear theme, clear thinking, high ideals, profound connotation, unites people's hearts, seeks truth and pragmatism, reform and innovation, inspires people to forge ahead, keeps pace with the times, accurately grasps the situation, and has clear goals and tasks. The report runs through the new concepts, new ideas, and new strategies of the Party Central Committee with Comrade Xi Jinping at its core for governing the country and the spirit of General Secretary Xi Jinping's series of important speeches. It is a guiding document for all the work of our province in the future. As a representative of the state-owned construction industry, we shoulder a heavy responsibility and time is of the essence. Currently, we must quickly organize all employees to thoroughly study and implement the spirit of the Provincial Party Congress, and combine it with the actual situation of the enterprise to unify thinking, enhance understanding, unite hearts and minds, and vigorously promote the reform, development, and upgrading of the enterprise. We must strive to complete all work tasks and make a good start for the company's "13th Five-Year Plan." First, we will uphold and improve the Party's leadership over state-owned enterprises, give full play to the Party's leading and political core role, continuously strengthen the leadership team's construction, further enhance the team's cohesion and combat effectiveness, earnestly fulfill the Party committee's primary responsibilities, adhere to the Party's overall strict governance, strengthen Party conduct and integrity building, and create a clean and honest environment for enterprise development; second, we will seek stability amidst progress, cultivate the domestic market, accelerate the "going global" market layout, focus on business quality, strengthen risk control, avoid risks, and improve the quality of economic operation; third, we will focus on strengthening the standardized management of project sites, effectively promote the quality-based enterprise development strategy, increase the intensity of technological innovation, and achieve brand recognition of the enterprise image; fourth, we will use the Executive Ability Building Year activity as a lever to strengthen enterprise internal control management, strengthen internal capabilities, and consolidate the foundation for enterprise development; fifth, we will adhere to people-oriented principles, further strengthen the construction of the talent team, care for employees, and build a harmonious enterprise.
