The Group Corporation officially launched its legal publicity month activities
Guided by the spirit of the Fourth Plenary Session of the 18th CPC Central Committee, comprehensively promoting the construction of a rule-of-law JianGong
To thoroughly implement the spirit of the Fourth Plenary Session of the 18th CPC Central Committee, General Secretary Xi Jinping's series of important speeches, and the important measures of the Provincial Party Committee and Provincial Government concerning the construction of a rule-of-law Jiangxi, Jiangxi Construction Group launched a publicity month for the construction of a rule-of-law JianGong in May.
2015 is the opening year for comprehensively promoting the construction of a rule-of-law Jiangxi. In accordance with the "Opinions of the CPC Jiangxi Provincial Committee on Comprehensively Promoting the Construction of a Rule-of-Law Jiangxi" and the notification of Jiangxi Provincial SASAC on the "Key Points of Legal Publicity Education Work in Jiangxi Province in 2015," the Group highly recognizes the importance and urgency of comprehensively promoting the construction of a rule-of-law JianGong and has diligently carried out diverse and rich publicity activities. First, strengthening organizational leadership. A publicity education activity group was established, headed by the Group's general legal counsel, with the director of the legal affairs department as deputy head and other personnel from the legal affairs department as members. Second, raising awareness. A study column was created, with publicity activities for comprehensively promoting the construction of a rule-of-law JianGong, analyzing and sorting out the necessity, urgency, and importance of the construction of a rule-of-law JianGong, and putting forward new requirements on how to comprehensively promote the construction of a rule-of-law JianGong, insisting on grasping the universal legal publicity and observance of laws as a long-term and fundamental task of governing enterprises according to law, creating a good atmosphere for the comprehensive promotion of the construction of a rule-of-law JianGong. Third, widespread publicity. A variety of media, including the Group's electronic screens, network platforms, and bulletin boards, were used to publicize the publicity month activities for the construction of a rule-of-law JianGong, in order to expand the influence of the activities.

On November 9th, the 8th branch committee of the CPC Jiangxi Provincial Construction Engineering Group Co., Ltd. held a study meeting on the Regulations on Disciplinary Actions of the Communist Party of China (hereinafter referred to as the Regulations) in Conference Room 3 on the 13th floor of the company building. Li Jianjun, Lai Zutai, Ding Bin, Jiang Chun, Li Ming, Xu Jian, and Wang Yifeng attended the meeting, which was chaired by Ding Bin. The meeting involved a comprehensive study of the guiding ideology of the Regulations, the rules for the application of disciplinary actions, and the sanctions for violations of organizational discipline. Each member of the Party branch recited sections of the Regulations, shared their understanding of the Regulations, and discussed how to effectively implement the spirit of the Regulations and strengthen Party members' self-discipline in light of their actual work. Everyone expressed their determination to earnestly implement the spirit of the Regulations and become qualified Party members in their future work.

The Group held a legal seminar
To facilitate a proper understanding and application of the "Methods for Identifying and Handling Illegal Acts such as Subcontracting and Illegal Subletting in Construction Engineering", the "Special Governance Program for Common Quality Issues in Residential Engineering", and the "Supreme People's Court Judicial Interpretation on Handling Construction Engineering Contract Disputes" issued by the Ministry of Housing and Urban-Rural Development, this session explores and discusses the risk control experiences of construction companies in construction contract management, identification of illegal acts such as subcontracting and illegal subletting, engineering payment recovery, and visa claims processes. On the morning of July 23, a legal seminar jointly organized by the Jiangxi Provincial Construction Industry Legal Work Committee and Jiangxi Provincial Construction Engineering Group Co., Ltd. was held in the third-floor meeting room of the Group Company. Mr. Chen Zheng, director of the Provincial Construction Industry Legal Work Committee, was invited to give a lecture. Nearly 150 people attended the study session including relevant personnel from the Group's headquarters, various business units, subsidiaries and project management offices. Director Chen Zheng, under the theme of "Responding to Engineering Quality Governance and Solving Problems in Construction Contracts," provided detailed interpretations of the "Two-Year Action Plan for Engineering Quality Governance" (Jian Shi [2014] No. 130), "Methods for Identifying and Handling Illegal Acts such as Subcontracting and Illegal Subletting in Construction Engineering" ([2014] No. 118), and the "Ten Regulations on the Quality and Safety Responsibilities of Project Managers in Construction Engineering" ([2014] No. 123). He thoroughly analyzed key issues concerning subcontract agreements and presented an analysis of key issues in judicial interpretations of construction contract disputes from six aspects. The lecture, enhanced by analysis of typical cases, was highly practical and relevant, benefiting the audience greatly. The seminar was presided over by Mr. Li Jianjun, General Counsel of the Group. The content of this lecture is highly relevant to the current development situation of the entire construction industry and the Construction Engineering Group, and the content is highly practical and targeted. It has provided excellent guidance for frontline construction workers in the field of engineering risk control. The group held a special lecture on preventing job-related crimes
To further enhance the awareness of the rule of law among Party members and leading cadres at all levels of the Group, and to solidly advance the implementation of the Party's style and clean government construction responsibility system, on the morning of June 15, Jiangxi Construction Group held a special training session on the prevention of job-related crimes. Li Kaijun, a member of the Jiangxi Provincial Sixth Five-Year Plan for Popularizing Law Senior Lecturer Group and director of the Prevention of Job-Related Crimes Office of the Provincial Procuratorate, was invited to give a lecture. More than 150 people attended the lecture, including all leaders in Nanchang, middle-level managers of the headquarters, members of the leadership teams of various subordinate units, directors of the two offices, and heads of the discipline inspection and supervision departments, business and finance departments. Li Kaijun, under the theme of "Strengthening the Concept of the Rule of Law and Building a Clean and Efficient Group Company," introduced the basic situation of job-related crimes in our province, as well as the functions, methods, and measures of the procuratorial organs in law enforcement and case handling, and measures to serve the development of state-owned enterprises. By analyzing a large number of cases and combining the characteristics of state-owned enterprises, he focused on analyzing the characteristics of job-related crimes in state-owned enterprises and the stages of criminal cases in construction enterprises, pointing out the serious consequences and hazards of job-related crimes. Finally, based on years of rich practical experience and profound theoretical research, he summarized 11 new forms of job-related crimes and put forward countermeasures and suggestions for preventing job-related crimes in state-owned enterprises. The lecture cases were vivid and the language was easy to understand, with strong policy relevance and practical pertinence. The audience said they benefited a lot. The lecture was hosted by Huang Ligang, secretary of the Group's Discipline Inspection Commission. He put forward three requirements: First, strengthen learning and publicity, and further understand the importance of preventive work. We should regard publicity and education as an important foundation for preventive work and, in combination with the current "Three Strict and Three Real" education requirements, strengthen ideological and political education, professional ethics education, legal education, warning education, and honest and clean government education for cadres at all levels to build a strong ideological defense line. Second, strengthen risk management and further improve and perfect the preventive work mechanism. We should carefully identify the sources and points of risk of integrity and ability in the process of performing duties, promote the establishment of a standardized and transparent power operation mechanism, strengthen the institutionalization and standardization of preventive work, and enhance the practical effect of preventive work. Third, strengthen responsibility and further implement the Party's style and clean government construction responsibility system. Cadres at all levels, especially members of the leadership team, should not only strictly discipline themselves and set an example, but also earnestly implement the "dual responsibility" requirements, "guarding their own doors and managing their own people," and promoting the work of the Group Company to a new level with a strict spirit and practical style.
